Question regarding Directory Proxy Server load balancing algorithm

I am planning a fully meshed multi master implementation and have a question regarding the best load balancing option for our environment.

Environment will consist of two sites located in different geographic locations.  Each site will have two Directory servers and two Proxy servers.  I want to loadbalance between the two Directory Servers within a site and am currently using the proportional algorithm.  In the event that the two directory servers in site A are unavailable, I then want requests to be routed to one of the directory servers in Site B.  Is it possible to combine the proportional and failover algorithms to accomplish this?  My preference is that the proxy server in site A route to a Directory Server in Site
