The 'OraOLEDB.Oracle' provider is not registered on the local machine

 I am completely lost with this and not to sure what to do.  I have an oracle 10g database on windows server 2003 x86 and then I have windows 2008 x64 r2 which has the 11g client on it both the x86 and x64 versions.  We copied all the webpage references from IIS 6.0 and pasted it onto 7.0 which resides on the 2008 server.  

When we try to bring up the page I get the following error heading:

The 'OraOLEDB.Oracle' provider is not registered on the local machine.

and I'm not too sure where the break is happening at I thought it was the client hence why I installed both and made the reference with the environment varible within the 2008 server.  The rest of the error is below and any help will be appreciated.
