1099-Misc Reporting changes for 2011

Good Afternoon;

I am reviewing a July news brief regarding the1099-Misc reporting changes from the IRS that went into effect  Jan 2011 but I can not find the finalized document under the IRS site nor can I locate the PeopleSoft issue outline\impact. Are you familiar with the changes and can you direct me the PeopleSoft issue reviewed?
