Excel Voucher Upload issues - Performance - Stuck in Working

Environment = Tools 8.50.14 ; MSSqlServer 2008 ; Fin 9.0 Maint through Bundle 18

We're  testing a load of 27,000 single line single Distribution vouchers through the Excel Voucher Upload process which we have been using in Production since Feb 2010.  I've had the users chop the 27K into 1K spreadsheet to handle any client or transport issues and they've agreed to do that.

In testing however, occasionally the Subscription Contract generated by the Operation gets stuck in 'Working' status, and looking at the PS_VCHR_HDR_STG table, we can see that nothing is actually happening.  After this happens once in an environment, no amount of rebooting/cache clearning can reset the environment to successfully and quickly processing the loads.
