Patch 9951744 - TDS generated although TDS Threshold not yet breached

Since appying patch 9951744  Default TDS Tax ID not defaulted in Distribution DFF post 6767347, we have found that when TDS Tax ID defaults TDS is geing generated even though the TDS Threshold has not yet been breached. Has anybody found this problem and do you know of a patch to resolve.
