Keep getting bea.jolt.ServiceException: Invalid Session.

 I'm setting up a HRMS system on my own laptop for testing purpose, meaning all my db server, apps server and webserver are all in the same pc. I followed the guide in PeopleTools 8.51 installation guide step by step, but when i open the people tools signon page it's giving me this error "bea.jolt.ServiceException: Invalid Session" I check the log and found it says that my domain // [apps_server]:9000 is unavailable. I've tried all the solution stated in Oracle Support but it doesn't work.  I've also double check all the ports number in PSADMIN to make sure my JSL,
