Strategy Work Item

Hello

I have 2 work items in a strategy. Both work items dont have wait time, so once the strategy get assigned, 1st work item is in open status and 2nd one is in to be created status.

Can i make both the work item in open status?

or

after we complete the 1st work item, the 2nd work item would become open? - if so is there any way i can make 2 work item in open status?

My requirement is even though a collector didnt complete the 1st work item, the 2nd work item should get open status.
