ASCP Plan Security

Hello. 
Does anyone know if it is possible to lock an ASCP Plan down by Responsibility?  In other words, is it possible for 2 plans to run in Org A and allow Responsibility 1 access to both plans, while Responsibility 2 only has access to one plan?  The key is that both plans would be run for the same org.
