Adaptive Risk Management Rule Exclusion Issue

I’m using the Oracle Adaptive Risk Management software to identify potentially fraudulent authentications. I have specific rules that I would like to completely exclude a groups of user from the rule conditions. However when I configure the rules with the particular user exclusions, the rule still counts the excluded users. For example:  I want to be alerted when more than three valid users use the same device in the same hour. I added a “Device: Login Count” rule to my model with the Device Login Count conditions “Seconds Elapsed = 3600” and “The maximum number of users allowed = 3”. I also added my “NO_ID” (my invalid users)
