Set up of Mfg Organisation having Excise exemption

Hi Team

What is the best way to set up Manufacturing organisation having excise exemption for certain period of time, say e.g. 5 years.

The requirement is first 5 years there won't be any excise tax applicable to this factory and after 5 years it will fall under excise regime.

I don't see any option at Add Org Information. Do we need to control this with other set  up like

* tax code with 0 recovery % ?

* No Classification for items like RMIN, FGIN etc?

* Any other set up ?

Has any one has worked on such requirement ?
