Unable to define the Financial Years

Hi,

I have implemented the Tax setup in R12 but while implemenation of Tax setup  I am unable to define the Financial Year using below Path because LOV's are not appearing in TAN Number and Organization fields.

India Localization - > setup -> TDS Year Info 

Please let me know, what are the prerequisites needs to be check
