Not able to select Default Tax Category from Sales Order India Localization form

Hello,

I have a scenario. I have a return order type.

Navigation - India Local Order Management

Form -Quick Sales Order - Query the order number- Click on Tools - India Local TAxes and try to slect the Default Tax Category- Msg : List of Values caontains no entries. Can you suggest why this is so Or How can I populate value in that feild.
