Implenting Project Costing with Billing

We are implementing Project Costing and integrating it will Billing within PeopleSoft 9.1.  We have turned the installion options on PC but on the BI_LINE_DST, BI_LINE_DST_AR, and various other BI records and views the PC chartfields are not available.  Is there any other installation steps that are necessary in order for Billing to have the PC chartfields?  What could be causing these tables to not have the PC chartfields?  I appreciate any feedback and solutions that you can provide.
