Territory Management functionality missing from non-sysadmin user

We recently started investigating the migration from 11.5.10.2 to R12.  We have upgraded a test system to R12.  (The test system was cloned from production in June 2011.)  We have been stable users of Advanced Collections since 2007.  Right now, I'm just doing just a high-level gap investigation of migrating our Advanced Collections component, but I have a problem with the Territory Management responsibility.

I was given the Territory Management responsibility on the R12 the test system, but that responsibility is missing most of the expected functionality when I'm logged in as myself.  When I switch to it, the only functionality on the right is:
