Assigning Row Security Permission List

I am trying to create a row security permission list that will be assigned to everyone upon first login to PeopleSoft, however when I set this up in PeopleTools-Directory-User Profile Map area, it failed in testing as it was re-assigning this upon every new login, not just the first. I would have figured that to happen if the "Always Update" box was checked, but it was not.

Again, I want everyone to get this upon their first login (new hires), not for already existing employees.

Any suggestions as to how to accomplish this?
