how to install oracle workflow builder in local machine where you don't have E-buisness suite instal

Hi Gurus,

I want to work on Oracle workflow builder in my personnel laptop . Is it possible to work on it without installing Oracle Apps , if yes then how can I install i t.

I mean , like we can work on Forms and reports without installing Apps server , can we do the same for Workflow builder ?

Does it comes with oracle developer suite available in Metalink.? OR do we need to install separately
