UWQ fails to show work items (but shows Delinquent Bill To's)

Context:
We recently started investigating the migration from 11.5.10.2 to R12.  We have upgraded a test system to R12.  (The test system was cloned from production in June 2011.)  We have been stable users of Advanced Collections since 2007.  Right now, I'm just doing just a high-level gap investigation of migrating our Advanced Collections component, but I have a problem with the Universal Work Queue.

On our production system, the UWQ always has both "Strategy Work Items: Bill To" and "Delinquent Bill To" populated.  (We typically have about 25,000 active customers per month, so there are always some who are behind on payments).
