What is the need to converting Time/DateTime to Timestamp in Tools only Upgrade to 8.5x?

Why Time&DateTime columns in PeopleSoft tables be converted to Time Stamp?  It is mentioned as a mandatory Step. can that step be skipped during tools Upgrade without any issue.

Due to this conversion there are extensive code changes to be made to Cast the Date Time Columns and we are looking for options to reduce the code change even if it were to skip this chnage. What can be potential issues in not making hte Time Stamp conversion and setting the DataBase Options=2 in PSSTATUS Table. Please throw some light on this.
