How do we 'reactivate' a person who was previously deleted in OIM?

When a user leaves an organization and the end date is reached, their status is changed to Deleted. They remain in the database. So if you try to create the user again, it complains that the user exists. This makes sense. However, there are scenarios where a person returns to the organization and we need to 'flip' their status back to Active and re-provision any resources they had. Is this not possible in OIM? It's a real life scenario that I think  many organizations run into so I'm surprised there is no straight-forward way of achieving this. Disabling the user
