12.1.1: which responsibility is "IEX: Collection Strategy Workflow" run from?

On our 12.1.1 system, request "IEX: Collection Strategy Workflow" is not available under Collections Administrator (Collections Manager has no requests available to it).

Page 10-2 of the August 2010 Advanced Collections User Guide says to run it, but does not say which responsibility to find it under.

Page F-5 of the August 2010 Advanced Collections Implementation Guide briefly discusses customizing it and mentions it in reference to profile option "IEX: Strategy Fulfillment Mailer", but also does not say which responsibility to find it under.

I searched on My Oracle Support, but couldn't find the answer to this.
