LINE_DESCR is not populated in BI_ACCT_ENTRY with billing line descr

EBI8.9+: Bill Line Description, LINE_DESCR, not Populated in Billing Journal Description When Accounting Entry Definition is Set with Journal Description for Billing, Jrnl Descr, as LINE_DESC [ID 1199323.1]

We are in the process of implementing Billing & AR modules. I have the following issue when the Journals are created in BI or AR the LINE_DESCR is not populated with the billing line or ar line description.

I have found the following on the knowledge base, but looks like this in version 8.9

but we are on 9.0 and still not getting this to work, not sure what accounting entry defition they are referring to setup to point the LINE_DESCR
