Directory Server - ODSEE 11g - Uniqueness Plugin and null attribute values

Hi,
I would like to know if the uniqueness plugin recognizes null attribute values as unique. I have been ask to  create a uniqueness plugin for a non required attribute, eg. car plate. Since some users don´t have a car,  this attribute can have a null value. I tried to create an uniqueness plugin, but there seems to be problem with null values. 

It seems to be that in openldap you can use uniqueness overlay without the unique_strict option to allow this.
