Service Tax Point of Taxation.

 Hi Team,
We have one business scenario as below for Service tax.

Business is paying Service tax liability on accrual basis as per new taxation rule but they are claiming Cenvat credit on payment basis only.
Please provide your suggestion as to how this requirement can be matched in Financials for India R12. 
Also whether both the patches 12744610 and 12774920 needs to be applied in above case?
