Setting up OID sync

Hi - We have functional OID of version 11.1.15  in Production,  test & dev. When ever new users/groups are created on Prod we want that user/group to be replicated in test and dev  also.in case of any down time on prod we dot want any fail-over from Prod to test or dev. This exercise is  to only sync the users and groups from Prod to test and dev.
Could you suggest us a doc/best way to do this.
