tnsping DB is timing out

Hi sysadmins.Is there any command for solaris to track the network issue ? I am getting time out while trying to tnsping to database and it is happening intermittently.
I have cchecked truss output but unable to decide where and what is the issue.Please help me by providing some step or command for troubleshoot.

ORA-12170: TNS:Connect timeout occurred
    
    OS-SunOS rmanpinf03cdc 5.10 Generic_142900-13 sun4v sparc SUNW,Sun-Fire-T200
