Unable to create a vendor

When I try to enter a new Vendor, there are no SETIDs in the list and thus I can not create a new vendor.  Any ideas?
 
This is a new setup   We are using the normal "SHARE" and it was created in TableSetIds.  SHARE is also available when we setup the BU in "Payables Options" and TableSetControl is also pointing at Share.

Not sure what I'm missing
