Accessing Oracle 11g R2 Database on Windows Server 2008 R2

Hi All,
After reading oracle 11g R2 Quick installation guide for windows x64 and followed step-by-step process of this guide:

I successfully installed our database, everything seemed fine from the server side. I can log-in to sql plus and access enterprise manager. However, when I'm accessing the enterprise manager and through oracle client from ANOTHER windows pc, I couldn't do so. The EM shows 'Internet Explorer cannot display the webpage' while connecting through oracle client shows 'ORA-12170: TNS:Connect timeout occurred'. Im new to oracle database and so far I have just installed on linux/aix/unix servers so Im not sure if my setup is correct. Do i need to do something else to connect?
