Pay cycle adds blank page between each crystal check

When we run an express check or a daily pay cycle, a blank page is printed after each check.  This is in development for our upgrade to PTools 8.51, PSoft Version 9.1.  I tried using our production crystal report format  (APY2021.rpt - Version 9.0, Tools 8.49) and ran that crystal report in our present upgrade development environment and got the same results.  Therefore, I don't believe this is in the actual crystal report but in the actual paycycle code.  Any ideas what could be causing this?  Is this a known issue?  Thanks.
