Seeking an OAAM rule writing mentor

Please help me configure my  USER:action count rule.  I've written the rule to fire when the user has had the RegisterUserOptional action fire three times but it is not working.  We are on oaam10_1_4_5_bp08 and I've found the following documentation that I've tried to follow exactly : http://download.oracle.com/docs/cd/E21764_01/doc.1111/e14568/ootbpolicy.htm.  I'm looking on oarm and can see my user has no action counter data, am I missing something that sets that?
