nVision remains in processing state

 I have a new upgraded environment. When I execute an nVision report through process scheduler, it remains in "processing" state. I have tweeked the timeout setting of the report; however that does not seem to be the issue.
tools version: 8.51
database: oracle
OS: windows server 2008 R2

I set the trace on the is report. Following is the extract:
