Chartfield Security code gets executed eventhough that feature is turned off

We are trying to override the prompt table value for PROJECT_ID  field in peoplecode, as part of one of our customizations for Project Costing.  Our code changes are on the PC Subrecord PC_CF1_N_SBR and it is used across all the financials modules. Our change works  in the modules AP, AR, Billing but does not work for GL and eProcurement. This is because Chartfield Security code is being executed for these 2 modules, eventhough we turned off that feature. Any thoughts please how to bypass this code?  Please advise
