Workflow version in upgrade to 12.1.3

HelloCustomer is upgrading to E Business suite 12.1.3 and noticed that Workflow version is 2.6 post upgrade and it does not bring their Workflow version to 2.6.4 i.e  the latest available version

Is it recommended to upgrade the Workflow to 2.6.4 after the upgrade of Ebusiness suite to 12.1.3

Does the Workflow 2.6.4 bring in new features that makes it attractive to upgrade to?
