Global Withholding link greyed out on Add vendor page

HI ,
I am trying to add a vendor from Vendors->Vendor Information->Add/Update Vendor ->Vendor Information

on the page under Location tab I am not able to click on the Global Withholding link as  it is greyed out.

Can anyone please help where to setup the withholding option for vendor
or what is causing this link from being active
