Notifcation mailer stopped with error

 Hello All,

  We are on R12.1.3 and our notification mailer is down. It was working fine when we were on 11.5.10.2. I tried to start it from OAM> Workflow > service componenets however it shows an icon "Starting" but ends up with a status "Stopped with Error", the satus later after some more time changes to "System Deactivated".

How do i get this up and running? Any thoughts or inputs around this? Is there a patch to be applied since we upgraded our database version from 10.2.0.2 to 10.2.0.4?
