Is there a community document describing a procedure for cloning an environment?

We use a cloning procedure to copy our production EBS system to our test, development and CRP instances.  I'd like to be able to do something similar for OIM.   I've been told it's "easier" to start from scratch;  I'm not convinced (yet.)   Does anyone have a procedure that is working that they would be willing to describe?
