Installing Certificates in DSEE7

I am attempting to install a server certificate in an instance of dsee7. We are using an internal private root ca. I have created the csr usign dsadm. Created the server certificate. Added the certificate with dsadm and added the root certificate with dsadm. dsadm list-certs shows both the server cert and the root are in the certdb. DSCC does not show either certificate. instance was stopped and restarted. If I run a check to see what cert is being used for ldaps it is using the original self-signed cert created during installation. I've been through all the dsee7 documentation
