need advise in upgrade Peoplesoft FSCM 8SP3 to latest

Hi,
I am trying to upgrade Peoplesoft FSCM 8SP3 to the latest. Need advise on this and where to download the patch and scripts to do it? I search around and found lots of bug patches instead.
Any suggestions? 8SP3 to 8.9 to 9.1?
