Excise Exempted flag enabled with out selecting the Excise Exempt Type

 Hi,
While creating the sales orders, Excise Exempt flag enabling automatically in the line level for all lines except first line. with out selecting any Excise Exempt type in header level.
Where can I found the setup to disable that?

Please help me in this issue.
