SSPR Client Does Not Connect to Browser

We've installed SSPR on our client and server, but when a user clicks on the SSPR banner, they see a blue screen and then after a minute the GINA dialog reappears, but the browser never opens to access the OIM reset pages.

I can successfully browse to the OIM reset pages by entering the URLs that are in the Passlogix registry settings, so I know the URLs are correct and that the OIM server is serving the correct pages.

Does anyone have any ideas about what I should check to further troubleshoot this?

Were using OIM 11.1.1.5 on OEL, XP as a client.
