How to get rid of Subscriber ASSETINTEG_ORCL_OUTBOUND That Is Filling Table WF_BPEL_QTAB?

Hi,
We see a subscriber ASSETINTEG_ORCL_OUTBOUND That Is Filling Table WF_BPEL_QTAB. It is not dequeing any data from WF_BPEL_QTAB and so Oracle is not removing those records causing it to grow. How can one remove this subscriber? And is it safe to remove it? We don't know how this one got created.
