cXML stuck in Gateway

I have a vendor who is attempting to send us invoicing via cXML but the data is getting stuck in the gateway.    I can retrieve the data from the gateway message log and load it into Integration broker via SendMaster successfully.  We have other vendors sending us invoicing without issue.   Any ideas on why this one particular vendor's data is getting stuck and why would I be able to send it through using SendMaster?
