Error Connecting to Database URL

We are Installing the RMS Application 13.2 version in Linux 64bit. When we enter the schema owner and password and checked for the validating data source it gives the following error
Error Connecting to Database URL jdbc:oracle:oci@mydb as user RMS13DEV java.sql.SQLException : Internal Error : Fetch Error Message Failed.
