APY1099- Not Populating.

We are on PS 9.0 and have applied the latest patches for 2011.   We upgraded to peopletools 8.51 over the summer.   Databases without the patch for 2011 the APY1099 is populating after verifiying the crystal. 

Suggestions would be greatly appreciated?
