OIM Roles and Search Bar

I created a new role in OIM for users to lookup accounts.  I created the authorization policy to with View User and Search Users Permissions. I provided a screen print. Under Data Constriants it has all users.  However, If anyone with this role tries to search using the Search Bar they get not authorized. I provided a screen print. But if they use the Advanced Search links, they can search with no problems.

How do I grant the permissions for the Search Bar?
