Creating/Provisioning users for Invoice Matching

Hello - Looking for how users are provisioned in ReIM 13.2.3 -I know how they are created in verson 12.  I had a script that simply did an insert into im_user_autorization and im_business_memeber_role tables and walla.  They were able to login - I have looked in the reim.properties file and we are using DATABASE for authentication, but can any clue me in on how the application users should be created in version 13.2.3?
