Fields Grayed Out in 'Approval Step Definition' in 9.1

Why are certain fields Grayed out on the Approval Process Definition in 9.1? This was not the behaviour in 8.8. It is believed that this was done as in 9.1 because  pending Approval transactions were getting affected. If so, were there issues regarding pending transactions getting affected in 8.8 with the fields enabled.
