Can location traits be used in RPM?

6 month newbie.

The RMS user guide indicates "at the store level, location traits can also be used when you....add stores to a promotion". I would interpret this to mean that location traits are available in RPM, but I have not found a section (such as in the Allocation module, or within RMS) where one can select locations for a promo, price change or clearance, based on location traits.

Running RMS 12.0.11.5, RPM 12.0.11.3
