sshd-kbdint: System error: repository out of range

After attempting to ssh -X into a system, I was prompted to change the password. After I attempted to change it, I received the following error:
sshd-kbdint: System error: repository out of range

I am thinking it has something to do with pam_config, but not 100% sure and this is a production system in the middle of a big project so I wanted to be sure of what I am doing.


Any help would be greatly appreciated.
