Crystal Report hangs on initiated in PeopleTools 8.50.16

Hello,
Some Crystal reports are written and tested in development servers and when moved to production servers just hang in initiated state.  I am having trouble diagnosing the issue.  Any ideas?  Is it within the Crystal Report itself that things need to be set up/changed or is it a PeopleTools issue?
