The 1099 "T" record shows zeroes between position 296 and 303

Hi,
We are running 1099's for 2011 and find that on the "T" Record, there are zeroes between position 296 and 303. Per IRS this needs to be "Total number of Payee “B” Records reported in the file". We have applied 1099 update for 2011 and all its pre-requisites. 

I have also logged a priority case with PS.

Any help/advice/suggestions appreciated.
